			<content:encoded><![CDATA[<p>The first rains from Hurricane Earl began to reach the Outer Banks Thursday evening.   WXII 12 Meteorologist Brian Slocum reported strong wind gusts and some rain in Kill Devil Hills.</p>
<p>Mandatory evacuations were issued Wednesday and early Thursday for visitors and some residents of nearly all of the Outer Banks on 100 miles of shoreline.</p>
<p>Still, throngs of people roamed the streets and beaches of Kill Devil Hills on Thursday.</p>
<p>Most businesses were still open and showed no signs of closing up shop despite the fast approach of Earl&#8217;s powerful winds.<span> </span>Mandatory evacuations were issued Wednesday and early Thursday for visitors and some residents of nearly all of the Outer Banks on 100 miles of shoreline.</p>

<p><strong>Facts about Kill Devil Hills:</strong><br />
The Outer Banks is a 200-mile long string of narrow barrier islands off the coast of North Carolina, on the east coast of the United States. They cover approximately half the northern North Carolina coastline, separating the Albemarle Sound and Pamlico Sound from the Atlantic Ocean. The Outer Banks is a major tourist destination and is known for its temperate climate and wide expanse of open beachfront. Kill Devil Hills is a town in Dare County, North Carolina. Nearby Kitty Hawk is frequently cited as the location of the Wright brothers&#8217; first controlled, powered airplane flights on December 17, 1903. The flights actually occurred in Kill Devil Hills.</p>
